Long-term negotiator in the Oslo process. Was secretary to the Palestinian negotiating team that concluded initial Oslo negotiations, he produced a draft joint declaration of principles. Independent PLC member for Khan Yunis. Became PA minister without portfolio from Aug. 1998 and then minister of NGO affairs (from Jul. 1999, his appointment was not presented to the PLC for approval, leading to inclarity of role), and lost position in the cabinet on 9 Jun. 2002.

He was attacked and hospitalised by suspected supporters of Rajub due to his alignment with Dahlan (13 May 2002).
